We're not talking about stealing pens or pencils here.  Everyone steals office supplies.   I'm not even talking about stealing a few dozen rolls of toilet paper, we all do that, right?  Check out what these guys were allegedly doing at the library.  I thought library fines were like 5 cents a day?  Great scheme, if they didn't get caught.
